Her mother was the first woman to register to vote in the parish after women achieved the right to vote. From an early age, civic engagement was viewed as both a privilege and responsibility. Dwinelva received her Masters in Social Service Administration from The University of Chicago and has dedicated the last twenty years of her professional life to addressing the psychosocial needs of individuals, families, and groups through her work. She is an 2010 Emerge KY class member from Boone County.
