Owens is a native of Newport News, VA who distinguished herself as a trusted agent in various assignments of increased responsibility during her 30-year career in the Army Medical Department (AMEDD) of which 3 years were served as an enlisted Soldier in the Army Reserves as a Combat Medic in the 18th Field Hospital in Norfolk, VA. She exemplifies the highest standards of integrity, character and ethical behavior. Her most notable assignments include serving as the AMEDD Policy & Programs Integration Officer in the Officer Accession and Coordination Branch, Headquarters Department of the Army G1 with duty at the Army Human Resources Command, Fort Knox Kentucky. LTC(Ret) Owens purposely for the integration of the Special Army Branches (AMEDD, Staff Judge Advocate and Chaplain Corps) focused on matters relating to recruiting, appointment, accession coordination and synchronization accountability efforts to ensure statutory and policy compliance and intent for the officer appointments and to a certain degree, the standardization of various accession pathways.
Terry served as the Troop Commander and Chief of Military Personnel at Ireland Army Community Hospital, Fort Knox KY where she demonstrated the strength and character necessary to match the ever-changing Global War on Terrorism requirements of the annual $20M operating facility. She shared personnel administration oversight of the Medical Hold Company during its transition into the Warrior Transition Battalion to include three dispersed medical clinics located at Fort Knox, Kentucky, Camp Atterbury, Indiana, and Fort McCoy, Wisconsin.
While serving as the Deputy Chief of Staff Personnel G1 of the 30th Medical Command, Terry skillfully led the medical personnel support functions for the theater during the most momentous growth in the United States medical force structure history of Afghanistan. She spearheaded the establishment of split-based personnel operations centers in Bagram and Kandahar supporting the medical centers of gravity and expertly synchronized the full range of personnel functions for a 1,400-member medical task force consisting of Army, Navy and Air Force personnel. Terry and her team were a key component of the newly established United States Forces-Afghanistan (USFOR-A) Staff. At home station, she provided personnel support and force health protection to the United States European Command (EUCOM), United States Africa Command (AFRICOM) and United States Army Europe (USAREUR).
Terry has also deployed to Bosnia-Herzegovinia and possess a broad range of proven skills that created a positive work environment with a strong record of achievement, demonstrated progressive and extensive leadership experience, combined with human resource management, training and development, and the management of major programs/projects from inception to completion. She volunteers countless hours to several community organizations, enhancing military and community relationships.
She is the President and CEO of the Courtney Owens Educational Foundation, Incorporated. A tiny 501 3 (c) established in Virginia, January 2005, powered by volunteers committed to making higher education accessible for students based on merit and financial need.

Married high school sweetheart Raymond L. Owens, Jr., in April 1986 with one child Courtney L. Owens, an alum of Western Kentucky University Class of 2016 and currently attending graduate school at WKU Class of 2018. Hobbies include jogging, reading and community advocacy.
ASPIRATION(S) -Terry is a candidate seeking election to the Radcliff City Council in May 2018.
