There, they started their family, welcoming their daughter Emily in 2000. During that time, Billy worked at General Tire and Charlotte stayed home to care for Emily while she also attended Paducah Community College and Murray State University.
In 2004, Charlotte began her teaching career as an elementary school teacher while continuing her education toward a master’s degree at Murray State. Just as her teaching career started, the family learned that General Tire would be closing, placing the family in uncertain circumstances.
Billy began his education in healthcare through a worker displacement program and later became an RN working at Western Baptist Hospital. Charlotte received her master’s degree soon after. In 2010, the Goddards welcomed Nicholas into the family. He was born with Hirschsprung’s Disease and had to have surgery at 4 days old.
Together, Charlotte and her family have seen jobs and insurance come and go, worked through financial hardships and medical emergencies. These trials taught Charlotte the value of work and sacrifice, a value she would bring to the 2nd District as their Representative.
As a classroom teacher, Charlotte has seen the impacts of legislation on Kentucky’s schoolchildren, their families and the school system. She’s seen the toll the demands for more with fewer resources take on education.
Charlotte believes that when we invest in our people, that investment strengthens families. In turn, those families strengthen our schools, our communities and our economy.
